PPP Agreement
Public authority retains the public service mission, invites the private company to finance, build, renovate, operate, and maintain the infrastructure and/or supply a service.
Duration
Under this long-term agreement (typically 10 to 15 years), Transcend generates its revenues via a fee charged to the public authority. These revenues are linked to performance objectives defined in the contract.
Responsibility
Responsibility for project financing falls mainly on Transcend; however, the public authority can also participate, in particular via grants.
Risks
According to the terms of the contract and on a case-by-case basis, risks are shared between the public authority and Transcend.
Mostly, the technical and operational risks lie with the Transcend, the traffic risks with the public authority.
Economics
Under a PPP, a private company makes a significant investment in the country's infrastructure - and manages it throughout a long term agreement.
Transcend does this by supplying its technology and providing experts to set it up and employing and training a local workforce.
Engagement
Public authority pays for the service.
Public authority keeps the public service mission.
Transcend acts as a supplier to the public authority.
Transcend develops and implements the PPP project post contract phase — that is, planning the project, implementing (build) the solution(s), operating post-deployment, training and transferring of responsibilities to the local teams

Transcend owns the responsibility of planning the implementation of the PPP deal per the contract terms

According to the plan, Transcend, along with its local/global partners own the implementation & launch in collaboration with the government teams

Operations
Transcend owns the responsibility of planning the implementation of the PPP deal per the contract terms

Transfer
During the operations phase, the local teams will be well trained on all aspects of the platform. Core team now transfers the control to the local bodies.
